The official program description explains that Title III SIP grants “help eligible IHEs to become self-sufficient and expand their capacity to serve low-income students by providing funds to improve and strengthen the academic quality, institutional management, and fiscal stability of eligible institutions.” See the official Department of Education Title III SIP webpage for this description and for more information.
